Work to carry out essential soffit concrete repairs at A40 Gibraltar Tunnels (Monmouth) will commence on 23/02/2025 continuing for approx. 6 weeks. The works are being completed under contraflow, to keep the road open to most traffic during this time.
The A40 Raglan to Monmouth will be closed on 3 separate nights, to install, change and finally remove the contraflow.
23 February (20:00) – 24 February (06:00)
- A40 closed in both directions from Raglan-Monmouth to install the contraflow.
Contraflow (1 lane of traffic in either direction)
24 February (06:00) – 15 April (06:00)
- 24-hour contraflow for approximately 6 weeks. Each tunnel will be closed for works in turn, with the other tunnel running traffic in a contraflow. This means one lane of traffic will be available in each direction.
- Speed restrictions will apply through the traffic management.
- Free breakdown recovery will be in operation throughout the contraflow area.
- A40 northbound layby (north-east of Mitchel Troy at marker post 29/1) will be closed throughout the works.
16 March (20:00) – 17 March (06:00)
- A40 closed in both directions from Raglan-Monmouth to change the contraflow onto the opposite carriageway.
14 April (20:00) – 15 April (06:00)
- A40 closed in both directions from Raglan-Monmouth to remove the contraflow completely.
Due to the nature of the works, it is essential to fully complete repairs before reopening the tunnel to traffic.
Extended daytime working hours and weekend working will be used, to maximise efficiency and reduce the programme as far as possible.

1. Diversions During Overnight Closures
- Motorway Traffic and Abnormal Loads must travel south on the A449 to the M4 at Junction 24 (Coldra), continue east on the M4 to Junction 20, then north on the M5 to Junction 8, and finally south on the M50 to rejoin the A40 at Ross-on-Wye. South-westbound traffic follows the same route in reverse.
- Non-Motorway Traffic and Access to Monmouth North Services must exit the A40 at Raglan, follow local roads through Dingestow and Mitchel Troy, and rejoin the A40 at Cinderhill Street. South-westbound traffic exits at Dixton Roundabout and follows local roads to rejoin at Mitchel Troy.
2. Diversions During Contraflow
- Cyclists, Pedestrians, and Mobility Scooters must exit the A40 at Raglan, follow local roads, and rejoin at Cinderhill Street. South-westbound traffic must exit at Beech Road and rejoin at Mitchel Troy.
- Abnormal Loads follow the same motorway diversion as during overnight closures.
