Builth Wells Town Resurfacing – Phase 2 – FAQ’s

Due to the deteriorating condition of the carriageway on the A483 and A470 within Builth Wells, the Welsh Government (WG) have developed a pavement renewal design and programme for this section of the strategic road network.

These works will help improve resilience of the network and reduce future reactive maintenance activities. 

Phase 1 of the works — from the Royal Welsh Roundabout to the River Wye Bridge — was successfully delivered in February 2025. We are now preparing to deliver Phase 2, scheduled to take place between November 2025 and February 2026.

Phase 2 involves resurfacing works extending from the Castle Street/Castle Road Junction in the east, along the A470/A483 westbound corridor (Broad Street, High Street, West Street, and Garth Road), ending at the mini roundabout in the west. 

To make the most of the temporary traffic management (TTM) measures required for these works, we are also including several improvement schemes aimed at enhancing pedestrian infrastructure and drainage. These include:

  • Installation of combined kerb drainage along Castle Street to mitigate drainage issues.
  • Renewal of the footway surfacing  along Castle Street and relocation of uncontrolled dropped crossing.
  • Widening of the footway along High Street, improving accessibility and comfort for pedestrians.
  • Installation of combined kerb drainage along High  Street to mitigate drainage issues.
  • Improvement to multiple existing  dropped crossings along High Street and West Street. 

A detailed breakdown of the proposed temporary traffic management arrangements and dates will be provided on A483 Builth Wells Resurfacing Phase 2  as the works progresses.

All dates and times stipulated are for guidance only and are subject to change, due to unforeseen delays such as poor weather. 

To minimise disruption to the local community and businesses, we have taken the following steps:

  • Timing of Works: The works are scheduled during the winter period to avoid the busiest time of year.
  • Winter Fair: No works and traffic management will be undertaken/in place during this period.
  • Christmas Period Exclusion: No works will be carried out during the Christmas period to reduce the impact on local businesses.
  • Temporary Traffic Management: Where possible, works will be undertaken using temporary traffic signals or contra-flow arrangements to maintain access around the town.
  • Castle Street Closure: Any closure of Castle Street will be limited to night-time hours only.
  • Weekend Working: Both daytime and night-time weekend working will be used where possible to reduce overall disruption.
  • Coordinated Delivery: Multiple schemes have been unified to maximise the efficiency of temporary traffic management and minimise repeated disruption.

Yes, access will be maintained to all businesses and properties during the works. There may be periods where access is limited, and marshals will escort pedestrians through the works.

During this period it is expected that there will be delays to travel and people are advised to plan ahead and to allow additional time for their journeys.

Access will be maintained for all retail delivery vehicles, depending on the phase of works marshals may be required to escort vehicles through the works and provide suitable locations for vehicles to unload. Further details will be provided by the principal contractor to local businesses, so suitable arrangements can be made.

The temporary traffic management has been developed to ensure the majority of Builth Wells is still accessible for all vehicles including the emergency services, where localised closures are in place, emergency vehicles will be accommodated.

We have liaised with Powys County Council regarding the works, who will make the schools and local bus service aware there will be travels delays during these works.

There is no statutory compensation for people or businesses that are affected by the road closures/temporary traffic management. Every effort has been made to minimise the disruption to journeys. 

However, direct support from Business Wales is available for businesses facing uncertainties due to the road closures/disruption of the A483/A470 which is tailored according to client need.
